MINUTES of the 2021 PaBIA ANNUAL GENERAL MEETING


September 21, 2021


The AGM was held via a Zoom Webinar organized by Communications Director Hilde
Clark with the assistance of GBA Communications Coordinator Shannon Farquharson. There
were 65 participants attending so quorum was established.

President’s Remarks Erica Allen


Erica welcomed the participants to the second AGM not held in-person at the Ojibway
Club. She thanked all who continued to serve in their volunteer capacities during the past year
with the Covid-related challenges. There were reviews of our insurance coverages, fire-fighting
equipment, environmental concerns such as septic health, gypsy moths and abandoned docks.
New social media efforts have started and there has been improved Pointe au Baril village
liaison. Ten new “test” markers were purchased and will be in place by Thanksgiving. Cairns
were replaced or rebuilt and painted. We, along with the Ojibway Club, participated in hosting
the “Welcome Home” event at the Club for our US members.


Erica thanked the Township Wards 1 and 3 Councillors for their participation in our
meetings and communication through their newsletters.

We continued our efforts to improve our cross-cultural understanding through our
involvement with the Shawanaga Island IPCA as well as participating in the Canada Day event
at the Ojibway on July 1st, the GBB Oshkinigig (birch bark canoe) presentation and the Talking
Circle sponsored by OHPS. We have, as our By-Laws allow, introduced a new portfolio,
Indigenous Affairs and Liaison.

The Minutes of the 2020 Annual General Meeting were circulated by e-newsletter in
December 2020 and again by a link in the Notice of the 2021 AGM.

2020 Financial Statement


The 2020 Financial Statement was included in the 2021 Yearbook and circulated in enewsletters. It was approved by the Board.
Motion: to approve the 2020 Financial Statement. Nancy Rogers, Michael Phippen. Carried.

2021 Revenues and Expenses

Sales of advertising and extra books paid for both the printing of the Yearbook and all
mailing costs. Membership has increased from 759 to 796. Many of our members make
generous donations to our Marine Patrol and Reserve Fund. The GBLT provides $6,000
annually for the Marine Patrol’s monitoring of their properties and gathering environmental
statistics.


Marine Patrol costs were reduced by $6,000 this year due to a reduced work week and
shorter season with no assistant supervisor needed with the two experienced patrollers. The 10
new “test” markers were paid for in 2020 but anchors, chains and installation will be a 2021
expense. Regatta trophies were ordered but due to cancellation of the events were not used
creating a saving for 2022.

Ratepayer Report Cam Richardson

The proposed changes to the Township’s Comprehensive Zoning By-Law (CZBL), for
the Pointe au Baril Island area (Ward 3), excluding Skerryvore, were presented. The changes
have been recommended by the CZBL Committee, chaired by Cam Richardson, with the goal of
protecting the environment. Public consultations are planned with opportunities for review and
input.

Member Safety Report Tom Lundy

Marine Patrol (MP) Tom Wunderlich and Chris Lusty returned as Patrollers. Randy Johnson continued in his role as trainer. Bill Culp was able to work with the team in person after not being able to be at Pointe au Baril for two years due to Covid-19.
Maps & Markers The S-turn light appeared to be working intermittently. The Canadian Coast
Guard, Parry Sound Base, has offered to assist us with updated equipment that is surplus to their
needs, at no charge. By Thanksgiving, all ten of the new test markers will have been installed.
Some of the rock cairns and barrels were destroyed or moved by extreme high water in 2020.
MP painted 15 cairns. More work to rebuild and repaint will be done in 2022. We received a
donation of four white plastic barrels through Tom Cavers. These were used to replace one cairn
and three barrels. There are concerns about the use of barrels which will be discussed.
Volunteers for the repair, painting and replacement of cairns will be needed. Jim Rogers and
Tom Cavers were thanked for their service.
Fire Pumps Randy Johnson recommended the continued use of the existing pumps. One pump
required repairs. To address the potential problems starting the pumps, large print instructions
were laminated and placed in each Fire Box as well as being included in a mid-July e-blast. MP
along with Randy Johnson produced a Training Video which will be uploaded to the PaBIA
website.
Insurance Bill Culp and Sandy McLaren reviewed the liability insurance coverage as it related to
Marine Patrol, Fire Pumps and Markers and the other areas of PaBIA work. The Board is
satisfied that we have adequate coverage in all areas.
Boating Safety Wakes and speed continue to be concerns, especially in narrow and high traffic
areas. Helen Bryce (Education Portfolio) provided articles for the summer e-blasts. Tom is a
member of the TOA Water Safety Committee. Additional safety marker buoys have been placed
in the Village Channel. More educational ideas are being developed.


Guest Speakers: Rolfe Jones, GBA President & Rupert Kindersley, GBA Executive Director

Rolfe and Rupert’s presentation “Your Voice on the Bay” reviewed the multiple concerns
and issues being addressed by the GBA including water levels, invasive species, environmental
and coastal protection and boating safety. PaBIA members receive by mail three issues of the
GBA Update annually. The GBA website is the best source of articles as it is updated
frequently. The GBA has expanded member benefits and products with services to member
Associations and to individual members.

Township of the Archipelago Ward 3 Councillors Scott Sheard and Earl Manners

On-going improved internet connectivity plans were described, for both reliability and
affordability in our underserved community. (This was timely, as Earl’s connection to the
meeting from his cottage, failed.)
The Township focus is on sustainability and protecting the environment in our certified
Biosphere Reserve. Concern for the environment comes first in the CZBL. There have been
increasing numbers of reported by-law infractions related, for example, to site alterations,
garbage, fire, septic systems and noise along with difficulties in enforcement. It is
acknowledged that the Official Plan is out of date. Input is needed and invited.

Presentation of Honorary Life Membership Erica Allen

Erica noted that an Honorary Life Membership has been awarded to only 15 PaBIA
members to date. She gave the history of Tom Scoon’s volunteer service to both GBLT (Chair
of both the Stewardship and the Land Protection Committees, Vice-President, President and
continuing service as advisor and member of Land Protection) and PaBIA (Land Use Chair,
Director of Ratepayers & Regulatory Affairs, Chair of the OP and CZBL review, Vice-President
and President 2017 – 2020). Tom has continued to be a mentor to Erica and advisor to others on
the Board.

MOTION: to award an Honorary Life Membership to Tom Scoon. Erica Allen, Michael
Phippen. Carried

Tom thanked the Board and described his life-long connections to Georgian Bay.
